Bank Regulation and Challenges of the Financial System
Arminio Fraga warned about failures in bank regulation regarding the Banco Master case, emphasizing that such issues manifested more in implementation than rule-making. He highlighted the need for improved structures within the FGC to protect investors.
At a recent event organized by the Centro de Integração Empresa-Escola (CIEE) in São Paulo, Arminio Fraga highlighted the need for deeper analysis on regulatory failures, particularly those associated with the case involving Banco Master. While Fraga acknowledged that challenges exist not only in the established rules but also in their effective implementation, he pointed out that the Fundo Garantidor de Créditos (FGC) allowed Banco Master to offer deposit rates higher than market reference rates, leading to incentive distortions and exposing vulnerabilities in the financial system, particularly investor protection. Fraga argues that such problems may have significant implications for capital markets development in Brazil, which remains limited by high interest rates. He suggests that a solution lies not necessarily in voluntary reductions of these rates but in better application of existing rules and potential regulatory adjustments.
