Central Government Surpasses Budget Goals in July Amid Persisting Pre-Retirement Pressures

The central government recorded a primary surplus of R$ 10.783 billion in July, but accumulated deficits over the last twelve months stand at R$ 71.6 billion. The ongoing pension pressures and operational costs of the Central Bank continue to impact public finances.

The central government achieved a primary surplus of R$ 10.783 billion in July, reflecting financial efficiency and the capability to manage public expenditures. This marks the seventh highest result for the month in real terms since the historical series began in 1997. However, when considering the accumulated performance over the last twelve months, the picture is less optimistic with a deficit of R$ 71.6 billion or 0.55% of GDP. It indicates that pressures on the pension system and the cost operations of the Central Bank continue to weigh on public finances. While July saw an increase in liquid receipts and a significant reduction in expenditures, driven by lower federal investments, the path towards the primary surplus target set for 2026 remains fraught with challenges, particularly regarding pensions and the operational costs of the Central Bank.
