Challenges for the British Retail Sector

The CBI survey indicates a significant decline in British retail sales amid weak consumer demand, with sentiment improving marginally but capital expenditure cutbacks being the smallest since early 2024.

The British retail sector is facing challenging times, as highlighted by the latest CBI Distributive Trades Survey. Sales volumes declined at their fastest pace in over a year during August, with the CBI's retail sales balance dropping to -48%, down sharply from -26% in July. Although retailers expect sales to continue contracting in September, the projected contraction is expected to moderate, with the balance forecasted to improve to -22%. Sales are still projected to remain below normal seasonal levels, with the balance deteriorating further to -26% from -18% in July. Weak consumer demand has continued to weigh heavily on overall confidence across the sector. Retail sentiment fell at a faster pace in August. Despite this difficult environment, there are tentative signs that investment intentions may be stabilizing, as capital expenditure cutbacks planned for the next 12 months are expected to be the smallest since early 2024. Employment also remains under pressure, with retail headcount decreasing in August, albeit at a slower pace than earlier in the year. Retail selling prices increased faster than in the previous quarter and firms expect inflation in retail prices to accelerate significantly in the coming months. As parliament returns next week, businesses will start focusing on the Autumn Budget and potential government measures to restore confidence in the retail sector and broader distribution sectors.
