New Flexibility in Identity Verification: RBI Adjusts Directives for FPIs
The RBI recently announced expanded identity verification guidelines for regional rural banks, allowing alternative certified copies for NRIs and PIOs. This move aims to simplify administrative processes and improve the efficiency of these banks, especially concerning FPIs.
In recent measures, the Reserve Bank of India (RBI) has expanded existing guidelines related to identity verification at regional rural banks. The announcement, published on September 18, 2026, allows these banks to accept alternative certified copies for Non-Resident Indians (NRIs) and Persons of Indian Origin (PIOs), as defined in the Foreign Exchange Management (Deposit) Regulations, 2016 (FEMA 5(R)). This change aims to simplify the identity verification process, particularly for foreign investors operating in the Indian market. The decision was made in line with anti-money laundering guidelines and the Foreign Exchange Management Act (1999). The primary objective is to streamline administrative processes and enhance the efficiency of regional rural banks, which provide financial services in peripheral areas of the country. Expanding this flexibility to foreign portfolio investors (FPIs) represents an important update to Indian banking practices and reflects the growing need for regulators to adapt guidelines to modern economic demands, including increased interest from foreign entities in Indian assets. This measure is part of a series of adjustments in India's financial system management, amid global financial integration and international relations that are constantly challenging local regulatory frameworks.
