RBI Introduces Flexibility in Investment Rules for Payment Banks

The Reserve Bank of India has introduced more flexible investment rules for payment banks following a review of its previous guidelines, aiming to boost competition in the Indian financial sector.

In a move that showcases the Reserve Bank of India's (RBI) efforts towards greater flexibility in the Indian payment banking sector, the monetary authority has issued new guidelines that amend existing rules governing investments in payment banks. These amendments, announced on October 1, 2026, came after a review of the RBI’s primary directions from November 28, 2025, which previously mandated prior approval for any individual or entity seeking to acquire a majority shareholding in a banking company and required re-approval if their stake fell below five percent at any point.
